Unfortunately, the Makeover Tool is only found in Paint Shop Pro. You can do the same things - whiten teeth, skinnify (my favorite!), etc. with other programs but it takes a number of steps to do them. The actions aren't programmed as tools and conveniently put in one place.
You can look over, download and try some of the free mid-level and advanced image editors.
